Registered sex offender arrested near Oswego kindergarten center

A Kendall County sex offender, previously convicted of sexually abusing a teenager, was arrested for violating the Sex Offender Registration Act on Wednesday after he was spotted trying to enter an Oswego kindergarten center.

William G. Lumpkin, 50, 100 block of Tealwood Road, Montgomery, had allegedly accompanied a women identified as his girlfriend to the East View Kindergarten Center for a meeting, according to Oswego Police Department spokesperson Cathy Nevara.

The pair arrived around 9:27 p.m. at the center in the 4200 block of Route 71 and went through the usual screening process, school officials said. It was then that Lumpkin was identified as a sex offender and police were called.
In a letter to district families, Dr. John Sparlin, Ph. D., associate superintendent for administrative services, credited the school’s on-site security system for the quick identification of Lumpkin, who remained in the lobby and had no contact with students during the incident, he said.

“Our procedures for visitors to our schools and partnership with the Oswego Police Department worked precisely as planned,” Sparlin said. “An individual tried to enter our building illegally, the police were notified immediately and everything worked exactly as we have practiced at our schools and buildings.”
The Kendall County State’s Attorney’s Office approved a felony charge of Sex Offender in Prohibited Zone/School against Lumpkin. He was taken into custody and transferred to the Kendall County jail to await a bond hearing, Nevara said.
Sparlin praised the swift actions of the East View Kindergarten Center staff, district administrators and the Oswego Police Department for eliminating a potential threat before anyone was placed at risk.
“This is a positive outcome to a potential negative situation, and a great example of the system that has been put in place to protect our students, parents, staff and community,” Sparlin said.

According to the Illinois Sex Offender registry, Lumpkin was convicted in Florida of the aggravated sexual abuse of a child between 13- and 17-years-old. He was 30 when the act occurred, records show. He has been listed as a sexual predator.
