Man charged in domestic dispute, murder

A 32-year-old Chicago man has been charged in connection with a domestic dispute that turned deadly.

Louie Foster, a resident of the 4900 block of South Paulina Street, has been charged with two felony counts of murder and a felony count of being an armed habitual criminal for the shooting that occurred at a pawn shop on the city’s Southwest side.

He was being held in Cook County Jail.

Foster was arrested shortly after 3:45 p.m. Monday, Jan. 15, on the 1600 block of West 49th Street. Police said he was identified as the offender who, less than 15 minutes earlier, shot and killed a 33-year-old woman at a business on the 4800 block of South Ashland Avenue.

The woman died after being shot at the EZPAWN store.

Staff at the Cook County Medical Examiner’s Office identified the woman as China Velma Mitchell, address unknown.

Officers responded shortly before 3:35 p.m. Jan. 15 to a domestic disturbance at the business in the city’s Back of the Yards neighborhood. When officers arrived, police said, Foster produced a firearm and fired shots toward the woman, striking her in the head and chest. Officers secured the scene and were able to take the offender into custody a short time later, according to police.

Investigating officers said a handgun was recovered on the scene.

Mitchell was transported to the University of Chicago Hospital where she succumbed to her injuries.

In other fatal Chicago shootings:

  • An 18-year-old died after being shot Saturday, Jan. 13, on Chicago’s West Side. Chicago police responded to Mount Sinai Hospital where the teen was dropped off after sustaining a gunshot wound to the neck and face at 12:10 a.m. Jan. 13 on the 2200 block of West 21st Street in the city’s’ Garfield Park neighborhood. The victim was pronounced dead at the hospital. Staff at the Cook County Medical Examiner’s Office identified the teen as Adrian Molina, address unknown.
  • A 28-year-old man died after being shot Saturday, Jan. 13, on the city’s Southwest Side. Police said the man was on the sidewalk on the 1600 block of West 33rd Street in the city’s McKinley Park neighborhood when a vehicle pulled up shortly before 7:15 p.m. Jan. 13. An offender inside the vehicle produced a firearm and fired shots at the victim, striking him in the chest and head. The victim was transported to the University of Chicago Hospital where he was pronounced dead. The Cook County Medical Examiner’s Office identified the man as Candido Salinas, address unknown.
  • A 38-year-old man died after being shot Sunday, Jan. 14, on the city’s South Side. The man was walking on the sidewalk on the 1500 block of East 67th Street in the city’s Woodlawn neighborhood shortly after 5:50 p.m. Jan. 14 when an offender fired gunshots in the victim’s direction. The victim sustained multiple gunshot wounds to the body and was transported to the University of Chicago Hospital in critical condition. The offender fled on foot. The victim was later pronounced dead at the hospital.
  • A 27-year-old man was killed Monday, Jan. 15, when shot on the city’s Southeast Side. Police said the man was walking on the sidewalk on the 8200 block of South Shore Drive in the city’s South Chicago neighborhood at 1:20 a.m. Jan. 15 when a vehicle approached, and an offender fired shots toward the victim. He sustained a gunshot wound to the chest and was pronounced dead on the scene.
  • A 29-year-old man was killed Wednesday, Jan. 17 on the city’s West Side. Police said the man was sitting in the driver’s seat of a vehicle shortly before 2:30 a.m. Jan. 17 on the 3400 block of West 24th Street in the city’s South Lawndale neighborhood. Police said shots were fired with the victim sustaining a gunshot wound to the chest. He was pronounced dead on the scene.
